Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capability provided through current data. From vantage locations, military aircraft that had been deployed to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, presumably provided by partner states. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on external assistance – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.
Tactical Assessments
It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
