American senators are working through the weekend for the first time since the federal closure began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Proposal from Florida Resort
As Saturday's meeting got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators praised the proposal, which is comparable with a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Opposition lawmakers shared alarmed reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."
Ongoing Talks
The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.
Another leading Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some analysts suggested that the essence of such a proposal would remove the ACA's requirement that insurance companies cover patients with existing health issues.
After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
